I have created ref notes for a demolition plan. Some of the notes are for areas and they have hatches. The ref notes work great. 

However, when I try to place a ref note that is attached to a circle (to represent a tree that's meant to come out) it doesn't work, and asks me to select an object. 

If I hatch the circle, I am able to place the note. Is that what I have to do? Is it because the ref notes only work with "objects"?

RefNotes can be associated with different object types.  When you edit the RefNote, the options are at the top of the dialog.  A Notation is just a callout, you can point it at anything.  An Amenity will be associated with a block, and count up how many you placed; you'll be in charge of whether or not you call them out.  Areas are associated with hatches as you've found out, and Length items are associated with an entire Layer, calculating the length for you.

OK. Got it. Because I specified that they are "notations," I can't "call-out." I just "place" them.

Correct.

The "Callout" button on the RefNote Manager is definitely a must-have, but has always suffered from a little confusion.  The best way to think of it, is that it has far more in common with the Schedule button to the right, than the Place button to the left.  That in short, it just lets you call out any placed item, regardless of what is currently selected above.

We had a version of the dialog box with the Place button moved a bit to the left to create some space, but that didn't look right.  We may still come up with brilliant redesign to make it all better in the future!
