Is there a setting (or is it a manual thing) where the quantity comes after the symbols/codes? Similarly to how the planting schedule is laid out?

No, there isn't a setting to re-arrange the refnote columns like that. Your best best right now is to place the schedule in model space and splice it with viewports so you don't need to edit it each time, much like the solution for multiple columns on the following page:

Hi Amanda, thanks. Is there plans to revise this layout? I'm just asking the the sake of uniformity. Since inception, I've always had to explode the Schedule block and make it jive with the plant schedule.

Yes, it is on the wishlist.
In the meantime, using viewports would be better than exploding the schedule because you'll be able to update the schedule afterwards without it reverting.
