Good morning from Bahrain,
Since yestrday and while am placing a master valve in my irrigation plan, it is placed giant as shown in the attached pdf.
is it a bug?
and please need help to fix it.

Are you telling me you don't have access to this size of master valve in real life??!! Just kidding ;)
It looks to be a scale issue of sorts. You can read more about how to correct these in the link below. You can also try deleting, typing PRG and placing again to see if that fixes things.
