When using refnote callouts in model space and selecting screen fill it turns the entire callout white and I can't read the callout number. When I go to paper space the colors are correct and I can read it. Is there a way to make it so that I can read it in both model space and paper space?

You probably have the screen layer set to color 255, and your text layer set to color 7. You will need to change either one of these.
Our latest standards are to use color 133 for the background mask layer, LK-ANNO-PATT-SCRN.
